    The Filipinos have long used travel as a kind of recreation. Even young people enjoy taking independent trips overseas.

    However, regardless of their civil status, a minor must obtain a DSWD travel clearance due to the prevalence of child abductions.

    Travel Clearance for Minors

    A travel clearance is a document issued by the DSWD to a Filipino child (below 18 years of age) traveling abroad alone or with someone other than his/her parents.

    Who needs a travel Clearance

    • Below 18-year-old minor traveling alone to a foreign country;
    • A minor traveling to a foreign country accompanied by a person other than his or her parents; and
    • An illegitimate child traveling to a foreign country accompanied by a person other than the mother.

    Who does not need a Travel Clearance

    • A minor traveling to a foreign country with either parent or with his or her solo parent or legal guardian;
    • A minor traveling abroad whose parents are in the Foreign Service or living abroad or are immigrants, provided he/she is holding a valid pass such as a dependents visa/pass/identification card or permanent resident visa/pass/identification card which serves as proof that he/she is living with parents abroad and their travel does not constitute child trafficking.
    • A minor with a permanent residency card;
    • A minor who is not a Filipino citizen and holds a foreign passport;
    • An illegitimate child traveling abroad with his/her mother.

    Requirements for Travel Clearance

    The application for travel clearance and its documentary requirements are filed at any DSWD Field Office.

    The application form is available at all DSWD Field Offices and downloadable from DSWD website www.dswd.gov.ph.

    The documentary requirements vary depending on whether the child is traveling alone or traveling with an adult other than a parent or legal guardian.

    For minors traveling alone to a foreign country for the first time

    1. Duly accomplished DSWD Travel Clearance application form.
    2. Photocopy of either Birth Certificate or passport of the minor.
    3. Written consent of both parents or the solo parent or the legal guardian permitting the minor to travel alone to a foreign country.
    4. Proof of the consenting parent’s relation to the child, in one of the following forms:
      • (married parents) a photocopy of the marriage certificate of the minor’s parents
      • (legal guardian) a photocopy of the certificate of legal guardianship of the minor,
      • (solo parent) a photocopy of the solo parent identification card from the Municipal Social Welfare and Development Office, a Local Social Welfare and Development Office, Tallaq or Faskh certification from the Shariah court or any Muslim Barangay or religious leader
      • (if the child is illegitimate) a Certificate of No Marriage (CENOMAR) issued by the National Statistics Office (NSO)
      • (if parents are deceased) a photocopy of the death certificate
    5. Two colored passport size photos of the minor taken within the last six (6) months.
    6. The DSWD social worker may require additional documentary requirements during the assessment of the Travel Clearance application to make sure that no child shall be trafficked and that the child’s best interest and welfare are ensured.

    For  minors traveling for the first time with a person other than the parents or legal guardian

    1. Duly accomplished DSWD Travel Clearance application form.
    2. A photocopy of the birth certificate of the minor.
    3. Written consent of both parents or the solo parent or the legal guardian permitting the minor to travel to a foreign country with a specific person other than them.
    4. As appropriate, a photocopy of the marriage certificate of the minor’s parents or a certificate of legal guardianship of the minor or in the case of solo parents, a solo parent identification card from the Municipal Social Welfare and Development Office or a certification from the Local Social Welfare and Development Office of being a solo parent or a court decree of separation, annulment or divorce, or Tallaq or Fasakh certification from the Shariah court or any Muslim Barangay or religious leader or in the case of an illegitimate minor, a certificate of no marriage (CENOMAR) *from the National Statistics Office or in the case of a deceased parent, a photocopy of the death certificate
    5. Two colored passport photos of the minor taken within the last 6 months.
    6. Photocopy of the passport of the traveling companion.

    For minor illegitimate children traveling abroad with the biological father

    A minor illegitimate child who is traveling abroad accompanied by the biological father is required to secure a travel clearance certificate as parental authority is vested only to the mother of the child, per Article 176 of the Family Code of the Philippines.

    Validity for Travel Clearance

    A DSWD travel clearance is valid for a period of one (1) year from the date of issuance and shall be valid for multiple travels within the validity period, provided the conditions under which the travel clearance was issued have not changed.

    If a change in condition occurs like a change in traveling companion, a new travel clearance must be obtained.

    HOW MUCH IS THE PROCESSING FEE FOR A TRAVEL CLEARANCE ISSUED TO A MINOR?

    The DSWD shall collect a processing fee for each travel clearance issued to minors traveling abroad under the following options:

    • Php 300.00 with a validity of one (1) year.
    • Php 600.00 with a validity of two (2) years.

    Where can one file the application?

    The application for travel clearance, together with the supporting documents required shall be submitted/filed at the DSWD Regional Office that has jurisdiction over the minor’s residence.

    Application forms may be obtained from any DSWD-Regional Office or maybe downloaded from the website www.dswd.gov.ph.

    • On the appointed date, go to the DSWD Regional Office that has jurisdiction over the minor’s residence which processed your application, to submit the original copy of your supporting documents and pay PhP300.00 per travel clearance certificate. The travel clearance certificate will be obtained thereafter.

    Other Frequently Asked Questions…

    WHO WOULD GIVE THE CONSENT FOR THE TRAVEL OF A TOTALLY ORPHANED MINOR WHO HAS NO APPOINTED LEGAL GUARDIAN?

    Paternal/maternal grandparents who exercise parental authority over a minor whose parents are both deceased may issue the consent even without guardianship order from the Court.

    But in cases where both the paternal/maternal grandparents are deceased, relatives/acting guardians of the minor should work for their legal guardianship over the minor.

    WHAT ABOUT THOSE CHILDREN WHOSE PARENTS HAVE MARITAL CONFLICT AND ARE ON HOLD ORDER?

    A minor who is the subject of an ongoing custody battle between parents will not be issued a travel clearance unless a Court Order is issued to allow the child to travel abroad with either one of his/her parents or authorized guardian.

    The family shall be responsible to notify the Bureau of Immigration to include the name of the child/ren in the watchlist of minors traveling abroad.

    It is, therefore, the Bureau of Immigration’s responsibility to ensure that no child under the watchlist order leaves the country.

    CAN A TRAVEL CLEARANCE BE ISSUED TO ILLEGITIMATE CHILDREN WHO ARE STILL APPLYING FOR THEIR VISA IN THE EMBASSY?

    Illegitimate children are under the custody of the mother. If they will be traveling with the mother, they are not required to secure a travel clearance from the DSWD. If they are traveling with a person other than the mother, they must secure a travel clearance.

    IS A FAXED COPY OF THE PARENTAL CONSENT OF PARENTS RESIDING ABROAD ACCEPTABLE?

    Faxed written consent is only applicable to parents whose place of work is not land-based e.g. seafarers, etc.

    WHAT ARE THE REQUIREMENTS FOR ILLEGITIMATE CHILDREN ABANDONED BY THE MOTHER AND UNDER THE CUSTODY OF THE FATHER OR OTHER RELATIVES WHO WILL BE TRAVELING ALONE OR WITH THE FATHER OR OTHER RELATIVES?

    Since the mother has the absolute parental authority over her illegitimate children the father would need to secure a Court Order vesting in him the parental authority over the illegitimate children.

    If a parental authority has been granted to the father, and the minor will be traveling with the father, he is not required to secure a travel clearance. If the minor will travel alone or with someone other than the father, he/she is required to secure a travel clearance.

    Professional Regulation Commission (PRC) LET Results 2025-2026

    The Professional Regulation Commission (PRC) Board of Professional Teachers releases the September 2023 Licensure Exam Teachers (LET) results which include the entire list of passers.

    According to the results, 4,883 elementary teachers out of 8,726 examinees (55.96%) and 10,318 secondary teachers out of 17,863 examinees (57.76%) passed.

    The Teachers Board Exam, also known as the LET or BLEPT, was held on September 26, 2021 at testing centers in Bacolod, Baguio, Cagayan De Oro, Catanduanes, Catarman, Cauayan, Cebu, Davao, Dumaguete, Iloilo, Jolo, Koronadal, Legazpi, Marinduque, Masbate, Occidental Mindoro, Oriental Mindoro, Paga The Board of Professional Teachers Chairman, Dr. Rosita L. Navarro, Vice Chairman, Dr. Paz Lucido, and members Dr. Paraluman R. Giron and Dr. Nora M. Uy oversaw the licensure tests.

    Philippine First Scout Ranger Regiment (FSSR) 2025-2026

    This article provides an overview of the First Scout Ranger Regiment 2025-2026, a unit of the Philippines Army within the Armed Forces of the Philippines (AFP).

    The First Scout Ranger Regiment is known by a number of nicknames including Musangs; FSSR; Strikers; Rangers; SR; and Scout Rangers.

    The regiment is one of several units that form part of the Armed Forces of the Philippines Special Operations Command (AFPSOCOM).

    Part One of this article looks at women and the FSRR, then discusses the difference between tier 1 and tier 2 forces and highlights the methods of entry. It then outlines the roles and tasks of the FSRR before finally providing a brief history of its origins. Part Two looks at the organization of the FSRR, and identifies some key personalities, before moving on to outline the various SOF units.

    Part Three outlines the training courses open to potential and veteran FSRR members. Part Four looks at the mascots and badges of the FSRR. Finally, Part Five provides some useful links and identifies other articles the reader may find useful.

    1.1 Aim

    The aim of this article is to provide an overview of the First Scout Ranger Regiment.

    1.2 Women and the FSRR

    1.3 Tier 1 and Tier 2 Special Forces

    The FSRR is sometimes referred to as ‘Tier 1’ SF units because they are the units usually tasked with direct action. Other special operations forces are referred to as ‘Tier 2’ units as they, usually, fulfill a supporting role for the Tier 1 units.

    1.4 Method of Entry

    Civilians cannot join the FSRR directly, one must join the AFP first and then apply.

    1.5 Roles and Tasks

    The role of the First Scout Ranger Regiment includes a number of specialist tasks, for example:

    • Anti-guerrilla operations;
    • Counter-terrorism (CT);
    • Hostage rescue;
    • Unconventional warfare;
    • Jungle warfare;
    • Raiding operations;
    • Ambushes;
    • Close-quarters combat (CQB);
    • Urban warfare; and
    • Sabotage.

    Its primary and original, task is anti-guerrilla warfare.

    1.6 Brief History

    First Lieutenant Rafael “Rocky” Ileto, the father of the Scout Rangers, coined the term, Scout Ranger. It was based on the two US military units that he had served and worked with during the Second World War – the Alamo Scouts (of the US 6th Army) and the 6th Ranger Battalion (of US Army special operations).

    The First Scout Ranger Regiment (FSRR) was established on 25 November 1950 under the command of Rafael Ileto, who would later become the Armed Forces of the Philippines (AFP) Vice-Chief of Staff and Defence Secretary.

    Initially, training was undertaken at Fort McKinley (Fort Andres Bonifacio) (Ranger Cabunzky, 2014). A marker erected in the 1950s still stands at the former home of the Scout Ranger Training Unit (SRTU), which is now the current location of the Army Support Command (ASCOM) (Ranger Cabunzky, 2014).

    WHO ARE QUALIFIED TO TAKE IT?

    All applicants must STRICTLY meet the following qualification requirements:

    1. Must be a Filipino citizen;
    2. Must be 21 to 35 years old at the date/time of filing of application;
    3. Must be of good moral character;
    4. Must be mentally and physically fit;
    5. Must not have been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
    6. Must not have been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; and
    7. Must possess a baccalaureate degree from a recognized institution of learning. 

    NOTE:

    1. a)Age requirement shall be waived for incumbent employees of the BFP. Age requirement shall also be waived for former BFP employees, provided their applications are endorsed by the BFP and provided further that they can meet the minimum service requirement pursuant to existing laws.
    2. b)Approval of applications may be recalled at any time upon discovery of the applicant’s disqualification, for which the examination fees paid shall be forfeited.
    3. c)Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply for and take the examination upon presentation of the original, and submission of a copy of, Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.
    4. d)Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and on Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.
    5. e)The Bar examination given by the Supreme Court of the Philippines and the Board examinations (requiring completion of at least a bachelor’s degree) given by the Professional Regulation Commission are declared civil service examinations under Republic Act (RA) No. 1080. Accordingly, and under CSC Resolution No. 90-1212, the passers are automatically considered civil service eligibles. Thus, they may opt not to take the corresponding examination anymore. 

    Also, the following individuals may opt not to take the examination anymore:

    > Passers of civil service eligibility examinations, as follows:

    – Career Service Examination (Professional level)

     Career Service Examination for Foreign Service Officer (CSE-FSO)

     

    > Grantees of eligibilities under special laws and CSC issuances, as follows:

    – Honor Graduate Eligibility under P.D. 907

     Scientific and Technological Specialist Eligibility under P.D. 997

     Sanggunian Member Eligibility (Second level) under RA No. 10156

    CPA Board Exam 2025-2026 Schedule

    A new schedule was released by the PRC for the different Board exams that were postponed due to the ECQ imposed on most of the regions in the country.

    For the Certified Public Accountant CPA Board Exam 2023, the new date of licensure examination for the first batch will be on May 16, 17 & 23 at different testing sites nationwide. Locations are in Manila/NCR, Baguio, CDO, Cebu, Davao, Iloilo, Legazpi, Lucena, Tuguegarao, and Tacloban.

    How to apply for the CPA Board Exam?

    The application will be done online at PRC LERIS. Go to https://online2.prc.gov.ph/ to apply. You may want to see our guide on how to register on PRC LERIS. Applicants are also advised to pay through Landbank (i-access), PayMaya, or UCPB(over the counter). After your application, you can go to the PRC office to submit all the requirements needed.

    What is an appointment under a Waiver Program?

     

    1. The age, height and weight for initial appointment to the PNP may be waived only when the number of qualified applicants falls below the approved national;/regional quota;
    1. The NAPOLCOM en banc may grant height waiver to a member of an indigenous group within the region as certified by the National Commission on Indigenous People (NCIP) or Office on Muslim Affairs (OMA);
    1. Waiver of the age requirement may be granted only provided the applicant is not less than 20 nor more than 35 years of age;
    1. Waiver of the height requirement may granted to a male applicant who is 1.57m and a female applicant who is 1.52m. A lower height requirement may be set for applicants belonging to indigenous group as certified by the NCIP
