    We are pleased to inform you about Philippine Elite & Special Forces

    Part One of this article provides a brief history, outlines Tier 1 and Tiers Special Forces, and then the general duties of special operations forces (SOF). Part Two looks at the organisation of Philippine Elite and Special Forces, highlighting the the various units. Finally, Part Three provides some useful links and identifies other articles the reader may find useful.

    1.1 Brief History

    The AFP can trace their lineage back to 1898, although they were formally organised during the American Commonwealth era through the National Defence Act of 1935.

    Manuel Luis Quezon y Molina was a Filipino statesman, soldier and politician who served as President of the Commonwealth of the Philippines from 1935 to 1944, renamed the Philippine Army to the AFP. US Army General Douglas MacArthur was asked to be its first commanding officer in the rank Field Marshal. He is the only foreign citizen to hold rank in the AFP and the only person to hold the rank of Field Marshal in the AFP

    1.2 Tier 1 and Tier 2 Special Forces

    Some of the units within AFPSOCOM are sometimes referred to as ‘Tier 1’ SF units because they are the units usually tasked with direct action. Other special operations forces are referred to as ‘Tier 2’ units as they, usually, fulfil a supporting role for the Tier 1 units.

    1.3 General Duties of Special Operations Forces

    SOF personnel are required to infiltrate and exfiltrate to and from operational areas dismounted, carrying heavy loads and manipulating personal and support weapons systems and other heavy equipment. SOF personnel perform insertions and assaults on targets by:

    • Parachuting onto ground or into water;
    • Climbing ladders and cliffs;
    • Rappelling;
    • Conducting close-quarters battle (CQB); and
    • Battle drills in varying types of terrain and climatic conditions day or night.

    SOF personnel are also required to board ocean vessels while they are underway from another floating or airborne platform in all sea states day or night, and where speed and stealth are imperative. These duties are performed while wearing heavy rucksack and body armour. SOF personnel perform individual CQB and detainee handling which may require the individual to:

    • Combat and detain another person using blocking strikes;
    • Disarming;
    • Lifting;
    • Pulling;
    • Ground fighting;
    • Grappling; and
    • Moving a non-compliant person.

    There is no tolerance for a lapse in attention when conducting CQB and other assaults while wearing night vision goggles as well as Special Operations Insertion and Extraction (SOIE) techniques. Accurate discrimination of non-combatants and precision engagement of enemy combatants requires extreme concentration.

    Similarly, high-risk roped and un-roped insertions with no redundant safety systems require constant attention. SOF personnel require the ability for continuous analysis of the situation, environment, mission aims and unique foreign societal complexities during operations.

    PART TWO: ORGANISATION OF PHILIPPINE ELITE & SPECIAL FORCES

    2.0 Introduction

    This part of the article outlines the various units and organisations which make up the Armed Forces of the Philippines Special Operations Command (AFPSOCOM) and other SOF and elite units.

    AFPSOCOM is headquartered at Fort Magsaysya, Nueva Ecija.

    2.1 AFPSOCOM Mission

    The mission of the AFPSOCOM is to plan, conduct and support special operations in all operational environments in support of the fundamental missions of the AFP.

    It enables this mission through the following core capabilities:

    • Unconventional warfare (UW);
    • Direct action (DA);
    • Special reconnaissance (SR);
    • International and domestic counter-terrorist (CT) operations;
    • High value target (HVT) raids;
    • Sabotage;
    • Hostage rescue;
    • Anti-hijacking operations;
    • Foreign internal defence (FID);
    • Jungle warfare;
    • Raiding operations;
    • Counter-insurgency (COIN) operations;
    • Counter-narcotics operations;
    • Military Operation in Urban Terrain (MOUT);
    • Humanitarian assistance and disaster response; and
    • Security assistance.

    2.2 Commander AFPSOCOM

    The Commander AFPSOCOM is a Brigadier General (OF-6) (Parameswaran, 2018).

    2.3 Elite and Special Forces Units

    Elite and Special Forces units of the Philippines are outlined below:

    • Armed Forces of the Philippines Special Operations Command (AFPSOCOM):
      • Philippine Army SOF:
        • Special Forces Regiment (Airborne).
        • First Scout Ranger Regiment (FSRR).
        • Light Reaction Regiment (LRR).
      • Philippine Navy SOF:
        • Naval Special Warfare Group.
      • Philippine Air Force SOF:
        • 710th Special Operations Wing (SPOW).
      • Philippine Marine Corps SOF:
        • Marine Special Operations Group (MARSOG), also known as the Force Reconnaissance Battalion.
      • Armed Forces of the Philippines Joint Special Operations Group (AFP JSOG).
    • Philippine Army SOF:
      • Civil Affairs Group, now under the AFP General Headquarters.

    2.4 Special Forces Regiment (Airborne)

    Established in 1962, the role of the Special Force Regiment is to organise, train, equip and provide rapidly deployable forces and conduct unconventional warfare in all types of operational environment in support of AFPSOCOM’s mission.

    The regiment’s core capabilities include UW, DA; SR; psychological warfare and mass base operations.

    2.5 First Scout Ranger Regiment

    Established in 1950, the role of the First Scout Ranger Regiment is to organise, train, equip and provide rapidly deployable forces and conduct special operations in support of AFPSOCOM’s mission.

    The unit was modelled after two World War Two fighting groups, the intelligence gathering American Alamo Scouts and the US Army Rangers.

    The regiment’s core capabilities include guerrilla warfare, DA, jungle warfare, SR, and sniping operations against hostile positions.

    2.6 Light Reaction Regiment

    Officially established in 2004, the Light Reaction Regiment is the premier CT unit of the Philippine Army and the Special Mission Unit of the Philippines.

    Due to its specialisation in CT operations and its formation with American advisers, the Light Reaction Regiment has been sometimes referred to as the Philippines’ Delta Force.

    2.7 Naval Special Warfare Group

    Established in 1956, the Naval Special Operations Group (NAVSOG) is the SOF of the Philippines Navy.

    The unit’s core capabilities include sabotage, psychological warfare, and UW. It is heavily influenced by the United States Navy SEAL’s.

    2.8 Marine Special Operations Group

    Established in 2018, the Marine Special Operations Group, also known as the Force Reconnaissance Battalion from 1995, but can trace its lineage back to the 1950s.

    The Marine Special Operations Group of the Philippine Marine Corps have similarities between the NAVSOG. Also trained in the same capabilities, although their capabilities are not as well known.

    2.9 710th Special Operations Wing

    Established in 1991, the 710th Special Operations Wing (SPOW) is the SOF unit of the Philippine Air Force.

    The unit’s core capabilities include hostage rescue and CT operations.

    2.10 Joint Special Operations Group

    Officially established in 2003, the AFP Joint Special Operations Group is assigned to the AFP counter-terrorism force.

    2.11 Civil Affairs Group

    The Philippine Army Civil Affairs Group can trace its lineage back to the 1950s. It engages in civil-military operations and psychological warfare.

    2.12 Security & Escort Battalion

    First established in 1983, the Special Action Force is an elite unit of the Philippine National Police.

    NBI Clearance Requirements 

    Basically, for the NBI appointment, you just need to prepare your payment. After doing the appointment online, what you need to bring when claiming your NBI clearance are the following:

    • Two Valid Id’s either of the following: UMID, PASSPORT, DRIVER’S LICENSE, BIRTH CERTIFICATE AUTHENTICATED BY PSA (ORIGINAL COPY), PRC LICENSE, BIR/TIN ID, POSTAL ID, PHILHEALTH ID, PAG IBIG ID etc.

    Please keep in mind that Non-Government issued I.D’s such as Company IDs and Barangay Clearance are NOT ACCEPTED as Valid I.D’s in processing NBI clearance. Additionally, a Barangay Certificate is required for First Time Job Seekers availing of the free service under RA 11261.

    NBI Clearance Online Application 

    Here are the steps for NBI online application and NBI online appointment

    STEP 1: NBI Online Registration

    • Go to the NBI website: https://clearance.nbi.gov.ph/.
    • Register an account by filling out the form located on the right side of the page. For new applicants, tick the “NO” box as an answer to the question “Do you have an NBI Clearance issued from 2011 to the present?”.
    • Complete the required information then accept the terms and conditions. Click the sign-up button to register.
    • Note: NBI implements one email address for one user policy.
    • Sign in using the email address and password you provide during the initial application. You will then be taken to your profile where you need to fill out some additional information. Click the “Save Information” button below the page after you finish. Meanwhile, if you want to edit, you can click the “Edit Information”.

    STEP 2: NBI Online Appointment

    • Review all the details that you enter to avoid unnecessary mistakes.
    • Click the “Apply for Clearance” button at the upper right corner of the screen.
    • A pop-up box will appear asking you what ID will you present at your appointment time for verification. (Bring the ID you provide on your appointment day.) Click the “I agree button to certify that all the information you enter is true and correct.
    • Schedule an appointment by selecting your preferred NBI Clearance Center branch where you will process your NBI Clearance. Afterward, choose a date that suits your schedule. Boxes with blue shades are the vacant slots.
    • Important Reminder: Select your NBI appointment carefully since you cannot change or rescheduled it after your payment. Meanwhile, if you were not able to come to your scheduled appointment, NBI still allows you to go within 15 days from the date of your appointment to your NBI branch to process your NBI application.

    Step 3: NBI Clearance Payment

    • Select what payment method you like. There are different payment options that you can choose from. This includes the following: bank over-the-counter, online bank, Bayad Center, MultiPay, ECPay, and 7-Eleven.
    • After choosing the payment method, a payment reminder will be shown then click the “Proceed” button.
    • A transaction summary will pop up. NBI clearance will cost you P130 plus a P25 transaction fee(a total of P155).
    • Click proceed to payment button, depending on what payment channel you choose a pop-up window will take you either to an online banking portal or will give you your reference number with the total amount.
    • Write down your reference number and pay your NBI clearance to the branch you selected. Note: The reference number will serve as your pass to enter the NBI center.
    • Click the “transaction” button to check if your payment already enters. The status will be changed from pending to paid. The confirmation of payment will be sent to your email.
    • If you want to print the application form, you can do so but it is not mandatory. The reference number will be enough to present.

    Step 4: NBI Clearance processing

    • Go to the NBI center with your application form or reference number, your valid ID, and payment receipt.
    • Your photo, fingerprint, and signature will be taken. Wait for a few minutes and your NBI clearance will be released if you don’t have a hit. If you have a hit on your name, you will be asked to return after a few days. That’s how easy to get an NBI clearance.

    The NBI Clearance fee is P130 plus a transaction fee of P25 for the e-payment service. It will cost you a total of P155.

    Results of (JANUARY) 2023-2024 Licensure Exam for Teachers (LET) will be released on or before March 11, 2025-2026 (Friday) or 25-30 working days from the last day of examination in accordance with Professional Regulation Commission (PRC) Resolution No. 1439 entitled Schedule of Licensure Examination for Year 2024.

    This one day examination was held on January 30, 2025-2026 (Sunday) at the different testing centers in Manila, All Regional Offices and Zamboanga.     The PNP Entrance Examination or more popularly known as the NAPOLCOM Exam is a standard test for people who want to become a part of the Philippine National Police. In this article, we will talk about the steps that you need to take to register for it and the requirements that you need to prepare.

    Before you start the process, you must first check if you are eligible to take the exam:

    Who can take the NAPOLCOM Exam? 

    • Filipino Citizen
    • 30 Years or Younger
    • Graduate with a Bachelor’s Degree
    • Patrolmen or women with temporary PO1 appointment

    How to Apply for the NAPOLCOM Exam (PNP Entrance Exam):

    Step 1: Schedule an Appointment using the OLEASS

    To start the application, you must go to the Online Examination Application Scheduling System (OLEASS) in the NAPOLCOM website. The OLEASS is only open for a short period (two months before the examination).

    Step 3: Prepare for the NAPOLCOM Exam

    After submitting all the requirements, you will be informed of the schedule of your exam. Usually, this is two months after the registration period.

    During the Day of the Examination: 

    After registering for the exam, the next step is to prepare for the day of the exam. First, let’s talk about the prescribed attire:

    NAPOLCOM’s PNP Entrance Exam

    1. Plain white T-shirt or collared shirt
    2. Dark pants
    3. Dark shoes

    Applicants who fail to wear the prescribed attire will not be allowed into the test area.

    What to Expect During the Exam?

    Because of the pandemic, the PNP Entrance Exam has implemented strict rules to prevent the spread of the disease. Constantly check the NAPOLCOM website for any advisories regarding the health guidelines to be followed within the testing center.

    In the 2022 exam, the following measures were implemente

    • A limit of 15 examinees per room
    • No eating inside the exam area
    • No sharing of pens, pencils, and other personal items
    • Temperature checks before entry to the testing center

    How long is the NAPOLCOM PNP Entrance Exam?

    The last PNP entrance exam had 200 multiple choice items. You are given 3 hours to finish the exam.

    Passing rate of the NAPOLCOM PNP Entrance Exam

    You will need to score an average of 70% to pass the exam.

    What happens after I pass the exam? 

    When the exam is over, the results of the exam will be posted on the NAPOLCOM website and the Central and Regional Offices. A Report of Ratings document will be mailed to the test-taker’s address.

    What if you failed to take the exam

    If you are scheduled to take an exam, but you failed to show up, you can take the CAEx Exam by scheduling in the OLEASS or by going straight to the CAEx location as a walk-in applicant.

    What is the CAEx

    The CAEx is the computerized version of the PNP Entrance Exam given by the NAPOLCOM. It has more scheduled dates but you still need to apply using the OLEASS and bring the requirements listed above.     The Bureau of Jail Management and Penology (BJMP) is an agency of the Department of the Interior and Local Government (DILG) mandated to direct, supervise and control the administration and operation of all district, city and municipal jails nationwide.

    General qualifications for appointment to Jail Officer 1

    No person shall be appointed as uniformed personnel of the BJMP unless he/she possesses the following minimum qualifications:
    • Must be a Filipino Citizen
    • Must be of good moral character
    • Must have passed the neuro-psychiatric evaluation, medical examination and drug test for the purpose of determining his/her physical and mental health
    • Must possess a baccalaureate degree from a recognized institution of learning
    • Must possess the second level eligibility
    • Must not have been dishonorably discharged of dismissal for cause from previous employment
    • Must not have been convicted by final judgement of an offense or crime involving moral turpitude
    • Must not be less than twenty-one (21) nor more than thirty (30) years of age on the day of appointment.
    • Must be at least one meter and sixty-two centimeters (1.62m) in height for male, and one meter and fifty-seven centimeters (1.57m) for female: provided that a waiver for height requirement shall be granted to applicants belonging to the cultural communities
    • Must weigh not more or less than five kilograms (5kgs) from the standard weight corresponding to his/her height, age and sex.

    Documentary Requirements

    Listed below are the basic documentary requirements:

    • Authenticated copy of Transcript of Records (TOR)
    • Authenticated copy of College Diploma

    Salary

    Jail Officer 1 will receive a  basic monthly salary of P29,668 upon oathtaking. A gross monthly salary of P37,488 will be received including the monthly salary and allowances.

    Entry Level Examination

    Criminologist applicants are exempted to take the EnLEx. (Pursuant to Section 34 and 35, Article V of RA 11131 re: Privileges of Registered Criminologists.)

    Getting the NAPOLCOM exam result is easy, here are the simple steps:

    2. Click the Online Verification of Ratings link located at the middle of the home page, below the image slider. Check screenshot of the website below:
    3. Then you will be directed to Online Verification of Ratings homepage. Enter your last name and application number on the box then click submit.
    4. The system then validate the application number and it will show the results. The passing score is 70.00.

    About NAPOLCOM Exams

    The National Police Commission conducts two sets of police examinations twice a year, one for those who are already in the police service (promotional), and another for those aspiring to enter the Philippine National Police (PNP entrance).
