A census is the largest undertaking by a statistical agency, where everyone in the country is counted. The data collected during a census is used for planning, policy and evidence-based decision-making. Census data also provides content for a wide variety of programs and services used by different structures and communities across the country. According to the Statistics Act (Act No.6 of 1999), a census in South Africa should be conducted every five years. However, a decennial census is undertaken and in between censuses, a large-scale survey called the Community Surveys is conducted every five years.

    Census 2021 will be the first population count in the country to use new methods of data collection that involve the use of digital devices. The Computer Assisted Personal Interview (CAPI) allows a fieldworker to administer a questionnaire by capturing data on a tablet.     Phase one of the Census Mini – Test

    Phase one of the Census Mini – Test focused on the population in dwelling units in selected areas around the country. The selected areas were Buffalo City, Cape Town, Emalahleni, Ekurhuleni, Kimberley, Mangaung, Polokwane, Rustenburg and Umgungudlovu.This was conducted from 9 October to 5 November 2019.

    The Independent Examinations Board, or IEB, is a South African independent assessment agency which offers examinations for various client schools, mostly private schools. It is most prominent in setting examinations for the school-leaving National Senior Certificate, or NSC for its client schools

    NSC REQUIREMENTS

    A learner must offer a minimum of seven subjects.

    The approved subjects for the NSC Grades 10 – 12 (General) are grouped in two main categories, namely Group A (A1, A2 and A3) and Group B (B1 to B7 and Other Subjects). A learner must select four subjects, i.e. two official languages (at least one at Home Language level), Mathematical Literacy or Mathematics and Life Orientation from Group A and a minimum of any three subjects from Group B. One of the three choice subjects may be selected from the Other Subjects group.

    Specific institutional and programme needs may have specific language requirements or require appropriate combinations of recognised National Senior Certificate subjects and categories of achievement.     • Meet the language requirement for further study at a South African institution

    Achievement of the NSC with entry to Diploma study

    A learner must pass:

    • Pass one official language at Home Language level at 40%
    • Pass 3 additional subjects at 40% (excluding Life Orientation)
    • Pass 2 other subjects at 30%

    Achievement of the NSC with entry to Degree studies

    A learner must pass:

    Condonations

Such a condonation may only be applied in Grade 12 in awarding the qualification

    Other considerations where further information must be sought from the institution of learning

    • Immigrant candidates must apply for recognition as an immigrant to qualify for immigrant concessions.
    • Learners with barriers to learning may apply for accommodations or exemptions as appropriate to their specific conditions.

    Qualifications offered at tertiary institutions

    • Tertiary institutions will continue to offer tertiary programmes (degrees, diplomas and/or higher certificates) as they have been doing. Universities tend to offer degree programmes, Universities of Technology mainly offer diplomas and some B Tech degrees and National Higher Certificates. Some comprehensive universities and some Universities of Technology offer all three.
    • NB: Decisions about admission to a tertiary institution are the prerogative of the institution. The fact that you have achieved the minimum requirements does not necessarily mean that the institution will accept you. Should you be short of one requirement for specific studies, it is possible that an institution will grant you a conditional exemption. You should contact the Admissions Office at the institution you are interested in studying at, who will then advise you of possible options.

    Advanced Programme courses

    • Advanced Programme Mathematics, Advanced Programme English and Advanced Programme Afrikaans are not registered NSC subjects and hence will not be taken into account when determining whether a learner has met the requirements for any of the categories of achievement in the NSC.     Travel is a necessity

    South Africans travel from their homes to places of work, education, healthcare, business, leisure and social activities daily. Travel is a necessity.

    The increase in urbanization and population numbers changes the demand for urban infrastructure and transport services. But, how can we know and understand transport needs and behavior across the country?

    The National Household Travel Survey (NHTS) serves this purpose. It is a joint venture between Statistics South Africa (Stats SA) and the National Department of Transport (NDoT). It aims to:

    • Understand the transport needs and transport behavior of households and individuals;
    • Assess attitudes towards transport services and facilities;
    • Ascertain the cost of transport; and
    • Determine accessibility to services (work, health, education, etc.)

    Enumerators will collect information from the 65 000 sampled dwelling units across the country from January to March 2020, to deliver information to help the not understand how and why people travel and gain insights into the transport problems and patterns of those living in South Africa.

    Questions will be asked in relation to general travel patterns, education-related travel, work-related travel, business trips, general household information and household attitudes towards and perception of transport. As with all Stats SA surveys, the information provided is protected under the Statistics Act (Act No. 6 of 1999). Any Stats SA official who breaches the confidentiality clause will be liable to legal action.

    The first NHTS was conducted in 2003. The information from this survey was used extensively for transport policy and strategy formulation, as well as planning at all spheres of government.

    Stats SA also assisted the NDoT to conduct the second NHTS between January and March 2013. The study results suggested that barriers to mobility in the last ten years have been reduced, yet several challenges remain.

    Over time, households living in rural areas reported better access to public transport and reduced travel times when compared to 2003. On the other hand, urban and metropolitan households tended to wait longer for transport than had been the case in 2003, and their journeys to work and school also took more time.

    What will the NHTS 2020 tell us? The results are expected to be released during Transport Month in October 2020.

    How will the survey be conducted?

    Stats SA survey officers will use a digital device that is loaded with the questionnaire to capture information. They will ask questions from the questionnaire.

    How will you benefit from participating in the survey?

    The travel patterns and transport needs of households will be generalised to the community. Your participation will directly assist the NDoT to develop policies that will improve transport planning in the country.

    At which level will the results of the NHTS be reported?

    It is expected that the NHTS 2020 will be reported at national, provincial and municipal levels.

    Why it is necessary to participate if you have been selected?

    A dwelling unit is scientifically selected and cannot be replaced with another as this will impact the statistical process. This means that information will not be collected from a household that refuses to participate, reducing the sample and ultimately affecting the response rate, which results in incomplete or inaccurate information being collected.

    How to identify and verify a Stats SA official

    All field staff should identify themselves by presenting an identity card issued by Stats SA. This will contain the photograph, name and ID number of the staff member. In addition, they will be wearing Stats SA branded clothing (bibs and caps), which will make them easily identifiable.
